Solving the Problem

In 2005, the City Council of Hopkinsville established the Hopkinsville Surface and Stormwater Utility. The HSSU serves to protect and preserve the health, safety and welfare of Hopkinsville residents by reducing the surface and river flooding that has long plagued the city. 

Saving Lives, Saving Homes, Saving Businesses

To date, the HSSU has initiated 27 major flood control projects and dozens of water drainage initiatives on behalf of Hopkinsville to help mitigate the city’s flooding. During the rain and winter storms of 2020, the flood control systems established by the HSSU helped save an estimated 300 homes and countless number of businesses from flood damage and drainage issues.

Preserving the Safety, Health and Welfare Hopkinsville Citizens

The purpose of the HSSU is to safeguard the lives, health, safety, welfare, and property of the public; promote sound development policies and construction procedures which respect the city’s watercourses; establish minimum requirements and procedures to control the adverse impacts associated with increased surface and stormwater runoff; provide for the planning, design, construction, use, maintenance, repair and inspection of the surface and stormwater systems; establish programs and regulations to assure the quality of the water in such a system; decrease drainage related damage to public and private property; meet the requirements of the National Pollutant Discharge Elimination System (NPDES) Phase II regulations as established by the Clean Water Act; and minimize flooding and provide for the enforcement of the provisions of the ordinance within the City of Hopkinsville.
